Does it do it on other computers connected to your router. It may be your ISP. My ISP does this sometimes and its due to bad/overloaded DNS servers. Basically when u type in an address it goes to your isp's DNS server, which converts it to an IP address. To see if it is your isp's DNS servers, try bypassing them by typing an IP into your address bar:
Try http://74.125.45.100 , which is the IP of Google the next time its acting up, and if it loads google instantly, then its bad DNS servers.
Why does a link Network have such a Massive Impact on your SEO and Page Ranking
At a high level , there are three factors that your link network will influence in respect to page rank and what you must understand about them.
1. The Number of External Links
The volume of external links to a page, suggest to Google that the page is worthwhile. I mean if an external source has taken the effort to backlink to a page it must be for a reason. However because it is possible fairly easily to manufacture hugequantities of links analyzing the quantity is only a small section of Google
2. The Authority of the Linking Pages
Simply put when another website links to a page it transfers some of its authority across to the page it's linking to. If a site with a page rank of 0 (zero) links to one of your pages, Google factors "zero" into this part of its assessment. Although Google’s exact algorithm is a well kept secret, it is known that it is important to note that page rank is not a linear scale. i.e. A page rank of 5 does not just have 5 times higher authority than a page with a rank of one. The total of all thesearch results is also included as a multiplier. So,in a case of a total 1000 search results, simplistically, a page with rank of 5 will have at least 80% higher authority than a page with a rank of 1. This excludes all the other factors (known and not known) included in the Google calculation.
Links from higher ranked sites have more authority to share and that authority is what will contribute to the PR of the website it is linking to.
3. Anchor text
Anchor text is used to ascertain the actual subject matter of the content and how it's relevant. If the phrase "Guaranteed SEO" , "Guaranteed Search Engine Optimization" or similar phrases are used as the anchor text behind which all the external links is placed Google sees this and understands that the destination where the link goes to is about or relevant to "Guaranteed SEO" ,"Guaranteed Search Engine Optimization".
I see so many people putting their links into forums and as blog comments, oblvious to of the subject matter of the websites and their own websites. If you have to select one of the backlinking tasks to focus on in order to increase your PR, begin with point 2, and try wherever possible use decent anchor text. Next, a quantity of these quality ‘well anchored’ backlinks will work wonders for PR.
